May, 2023 - 3 AAC 99.250(d)(1)(B), 3 AAC 99.350(e)(1)(B), 3 AAC 99.220(b)(12)(B), 3 AAC 99.320(b)(12)(B), and 3 AAC 99.720(C)(8)(A)(ii) The Alaska Industrial Development and Export Authority proposes to adopt regulation changes in Title 3 of the Alaska Administrative Code that pertain to the Loan Participation Program in order to update five regulations to reflect current standards. These changes include: 

(1) 3 AAC 99.250(d)(1)(B) and 3 AAC 99.350(e)(1)(B) reference the Federal Home Loan Bank of Seattle used as AIDEA’s loan interest index. That bank merged with another branch in 2015 necessitating a name change to the Federal Home Loan Bank of Des Moines.

(2) 3 AAC 99.220(b)(12)(B), 3 AAC 99.320(b)(12)(B), and 3 AAC 99.720(C)(8)(A)(ii) use the term “self-contained appraisal” which was eliminated in 2015 under the Uniform Standards of Professional Appraisal Practice in favor of a more detailed standard for commercial appraisals. The proposed changes would apply the more detailed standard in these regulations.

 

 

April 8, 2020 - 3 AAC 99.104  The Alaska Industrial Development and Export Authority proposes to make permanent regulation changes made by emergency regulation on Creating a new Chapter 3 AAC 99.104 for an Emergency Loan & Guarantee Program. The emergency regulations took effect on April 8, 2020, and will expire August 6, 2020.  The Alaska Industrial Development and Export Authority intends to make the emergency regulations permanent.

 

March 27, 2020 - 3 AAC 99.925  The Alaska Industrial Development and Export Authority proposes to make permanent regulation changes made by emergency regulation on Waiving or  Modifying the Requirements off the Regulations Governing the Authority’s Loan, Guarantee, and Finance Programs. The emergency regulations took effect on March 27, 2020, and will expire July 24, 2020. The Alaska Industrial Development and Export Authority intends to make the emergency regulations permanent.

Post-Filing Notice: Filed Permanent Regulations: Alaska Industrial Development and Export Authority – Conduit Bond and Loan Programs.  On June 28, 2018, the Alaska Industrial Development and Export Authority adopted regulations changes to Title 3 of the Alaska Administrative Code dealing with its Conduit Revenue Bond Program, Commercial and Development Finance Loans, Sustainable Energy Transmission and Supply (SETS) Fund program, and the Arctic Infrastructure Development Fund program (AIDF) 3 AAC Chapters 99, 101, 102, 103.  The regulations were reviewed and approved by the Department of Law, signed, and filed by the Lieutenant Governor on August 22, 2018.  The regulations became effective June 28, 2018.  The regulations changes will be published in Register 227, in October, 2018.  JU2018200528 Notice
